Causes
• Applying paint to porous surfaces without first sealing the surface
• Ageing of the oily part of the paint
• Weathering of exterior paint.
Remedies
Wash and scrub off loose powder, as much as possible. It is then necessary to ‘fasten down’ any remaining powdery paint with an oil-based sealer before applying further coatings.
